The Department of Disability Empowerment has worked in the fields of rehabilitation, pension, education, skill development and employment, under which pension amount was increased and modern equipment was provided.
Backward Classes Welfare Department has provided scholarship and fee reimbursement to OBC students, which is more than in the previous government.
The wedding grant scheme also helped the daughters of poor OBC families and youth have been trained under computer training scheme.

On the third day of the monsoon session 2025 of the Uttar Pradesh Legislative Assembly, the Minister of State for Backward Classes Welfare and Divyangajan Empowerment (Independent Charge) Narendra Kashyap gave detailed information on the role of departments under “Vision Developed India 2047” in the House. He said that both departments have prepared a clear strategy and concrete action plan to fulfill the resolve to make Uttar Pradesh a developed state under the guidance of Prime Minister Narendra Modi and led by Chief Minister Yogi Adityanath.
Minister Kashyap informed that the Department of Divyangajan Empowerment has done remarkable work in the fields of rehabilitation, pension, education, skill development and employment in the last eight years. By June 2025, 11,32,240 disabled people got the benefit of maintenance grant (pension), the amount of which the Yogi government increased from Rs 300 to Rs 1000 per month. During this period, the department spent Rs 8,841 crore, which is about five times more than the previous government’s Rs 1,581 crore. The number of beneficiaries in the reflection pension scheme increased from 4,765 to 12,692 and the amount was increased to Rs 3,000 per month.
Modern equipment was provided to the disabled by spending Rs 327.5 crore in the last eight years under the Artificial Ang Acuity Scheme, while the previous government had spent only Rs 29.4 crore in 5 years. The grant limit per beneficiary has been increased from Rs 6,000 to Rs 15,000. For educational rehabilitation, the department has set up 25 childhood day care centers, 28 integrated special schools and 2 state Divyang University. The annual budget for education has been increased from Rs 53 crore to Rs 118 crore.
Regarding Backward Classes Welfare Department, Minister Kashyap said that the number of OBC class is more than 52 percent in the state and the goal of Uttar Pradesh developed without their socio-economic uplift will be incomplete. In the year 2024-25, the department gave scholarship and fee reimbursement to 32,22,499 students. In the last eight years, a total of 2,07,53,457 students got a profit of Rs 13,535.33 crore, which is Rs 4,197 crore more than the previous government. The department aims to provide scholarship and fee reimbursement of Rs 80,000 crore to more than 7 crore OBC students by 2047.
In the last eight years under the wedding grant scheme, daughters of 6,10,483 poor OBC families were married in the last eight years, while in the previous government the number was only 2,75,311 and the expenditure was Rs 344 crore. The proposal to increase the grant amount from Rs 20,000 to Rs 60,000 is under consideration. By 2047, a target is to give a profit of Rs 14,400 crore to 24 lakh daughters.
Under the Computer Training Scheme, CCC and O-Level training was imparted to 1,39,698 OBC youth in eight years, giving thousands of government and private employment. By 2047, there are plans to spend Rs 3,850 crore by training 11 lakh youth.
Minister Kashyap said that the maintenance of OBC hostels and construction of new hostels will be in priority till 2047, so that more and more students can get free accommodation facility. Also, by strengthening the functioning of the State Backward Classes Commission, it will be an attempt to provide constitutional recognition like the National Backward Classes Commission.
Minister Kashyap said at the end of his statement –
