The Middle East Islamic country Kuwait has started the path of the United Arab Emirates (UAE). The way the UAE is promoting Amiratikaran (increasing the number of its citizens in jobs) in every field, Kuwait has also started a similar initiative. Kuwait’s Justice Minister, Counselor Nasir al-Sumait has said that the country’s nyapal will be completely ‘Kuwaitized’ by 2030. This means that by 2030, there will be Kuwaiti people in all judicial positions, foreigners will be removed from judges and all judicial posts. The government of Kuwait has taken this decision to give opportunity to local talents, strengthen the country’s professionals and modernize the legal sector.
Kuwait is making changes in its justice departments under which this decision has been taken. Along with this, legislative reforms are also being made to promote freedom and efficiency. Private and public sectors of the middle-eastern country, especially oil and technical sector are being told to give maximum number of jobs to the citizens of the country.
According to a report by People’s Matters, Minister Al-Sumait said that the process of vigilance of all judicial departments is going on where qualified and skilled Kuwaiti professionals are being recruited instead of foreigners.
He said, ‘We have taken a decision in this matter and by 2030, 100% is our target of Kuwaitikaran.’
Kuwait’s Ministry of Justice is also trying to ensure that all the appointments and promotion of foreigners should prioritize their readiness on quality, training and work.
These sectors of Kuwait have already been done
Kuwaitikaran has been happening in many sectors of Kuwait since long. Citizens have been given place in all the major engineering and technical roles of Kuwait’s oil sector. Under the Manpower Contractors Kuwaitization Initiative, which started in 2002, Kuwaiti citizens are given proper salary, profit and stable employment in the oil sector.
By 2024, Kuwait Petroleum Corporation (KPC) and its subsidiaries have allegedly achieved 100% national staffing on top positions i.e. all top positions have been placed in all top positions. These companies have achieved their 100% target to overcome difficulties for Kuwaitis, ensure permanent jobs and gradually eliminate dependence on foreign staff.
Foreigners got difficult to get jobs in Kuwait
In Kuwait, foreigners are now getting difficult to get jobs. For manpower, the public authority has made the recruitment of foreigners to technical posts like medical, engineering, law, education, accounts and finance. This is because priority is being given to the citizens of Kuwait in these jobs.
Earlier, it was easy for foreigners to get jobs for foreigners in these areas, now foreign candidates have to pass an online professional efficiency test for these jobs. Even after this, through official bodies and Kuwati Embassy in abroad, usually one has to go through intensive educational and work experience verification for three to five years.
What will be the effect of Kuwaitikaran on Indians?
According to a report by Gulf News, till 31 December 2024, about 10 lakh 7 thousand Indian citizens were living in Kuwait, which is about 20% of the total population. The recent 2025 figures show that 70% of the population of Kuwait’s 5,098,000 people are migrant, of which about 29% are migrants.
The labor report of the first quarter of 2025 states that about 884,000 Indians are working in Kuwait. The rest of the Indian Kuwait is the families, dependent people or students of those working. In view of such a large Indian population in Kuwait, the biggest impact of Kuwaitikaran is going to be on India. This will increase the difficulty of getting sailing for skilled and non-skilled Indians in Kuwait.
