Important changes in the process of property procurement and registration in the country are being planned. In the draft of the new registration Bill-2025, it is proposed that OTP based verification will be mandatory for stamps at the time of purchase of every property. With this, the information of all the properties will reach the Income Tax Department. Apart from this, the government is preparing to make compulsory Aadhaar and PAN number compulsory before the Banam Banam to impose control of the purchase of banami property and land.
The Land Resources Department of the Ministry of Rural Development has drafted the new registration Bill-2025. At present, it is mandatory to give Aadhaar card and PAN card number to buy property, but they are not verified. It is necessary for the stamps and registration departments of all the states to provide information about more than 30 lakh rupees to the Income Tax Department, but in many cases this process is not completed. As a result, it becomes difficult to detect the banami properties.
Buyer’s record will be investigated
After this process is completed, the AI -based system of the Income Tax Department will evaluate who the buyer is, how much has been the annual income in the last five to six years, and how many properties they have bought. If a person purchases property worth more than his net income, this system will automatically issue notice. This will help in identifying suspicious cases and quick solutions.
According to a senior official of the Income Tax Department, the complete details of properties will be available with us under the new system. Before the purchase of any land or property, the PAN card of the buyer and the seller will be verified through the OTP, after which it will also be confirmed by the Aadhaar number.
Now there will be a deed of land only after giving the OTP number of the buyer, seller. A new rule has come into force from July to stop the fraud in the registry of land. OTP will come two or three times on the buyer, seller’s mobile number. The process of online application will be completed only after entering OTP number. It will be mandatory to give PAN card number of land registry or fill Form 60. At the time of Banama, the latest Khatauni of the crop will also have to be presented. A new system has been implemented to stop forgery in the registry of land. Now the land will not be registered without telling OTP. It will be mandatory to tell OTP sent on mobile before the registry.
The application process will proceed only after entering OTP number. The OTP found on mobile will have to be filled within the stipulated time. OTP will be sent again for not doing so. The process of online application of the registry will be completed only after this. Till now, during the online application that reaches the office of the registration department for the registration of land, farm, building, give half-incomplete or incorrect information of the mobile number, Aadhaar card or pancard to hide the correct information, so that the government does not get the real information of these immovable properties. The Registration Department has prepared a new software to curb such forgery, many important changes have been made in it.
The buyer and seller will have to enter their real mobile number at the time of the registry. After filling the OTP coming on this mobile number, the process will proceed. Aadhaar number and PAN number will also be verified online. On giving half-incomplete or wrong information, the process of software registry will not be able to progress further. The entire details of the purchase and sale of the property will be recorded in the records of the PAN card of the buyer-sector and the Aadhaar card. Buyer- OTP will come on the seller’s mobile number three to four times, the registry process will proceed only after complete verification. The verification of the unique ID of measles in the baname of agricultural land will also be from the Bhulekh Portal of the Revenue Department. This will curb the fraud in it. The unique ID of measles number will also be recorded in the baname. All details will reach the login of the concerned Tehsildar directly. This will make it easier to get a nomination. Giving PAN card number or filling Form-60 has also been made mandatory during the baname. It will not be able to be done without this.
With the implementation of all the above rules, the details of who have purchased and sold property of how many property will also reach the Income Tax Department.
